Council is asked to approve and adopt the Charitable House to House and Street Collections Policy.

Consideration was given to the proposed Charitable House to House and Street Collections Policy following consultation thereon. Whilst in support of the report, concern was expressed in relation to charity clothes collections and it was suggested that a schedule of collections be posted on the council’s website. Officers agreed to look into this possibility. It was moved by Councillor Morrell, seconded by Councillor Roberts and

 

RESOLVED – the Charitable House to House and Street Collections Policy be adopted.

To inform members of the draft Charitable Collections Policy and seek support for consultation.

The Committee was informed of the draft Charitable Collections Policy which was recommended for consultation.

 

A member asked whether there was the ability to inspect records following a collection where concern had been raised. In response it was noted that the Police could do so and that officers would report it if they had concerns. In addition, the Charities Commission kept records of returns. It was moved by Councillor Cartwright and seconded by Councillor Hodgkins that the right to inspect records be included in the policy. This received the support of the Committee.

 

Concern was expressed in relation to charity bags and how the public were to know if the bag was from a legitimate charity with permission to collect. In response, members were informed that there was usually a number to contact on the bag to check and also that people could call the council who would check its records.

 

It was moved by Councillor Cartwright, seconded by Councillor Hodgkins and

 

RESOLVED – the draft policy be approved for consultation with the addition of provision for officers to inspect records.
