Councillors Flemming, Lynch and Walker declared that application 19/01112/OUT had been considered by Burbage Parish Council’s Planning Committee, of which they were members, but they had not taken part in the debate or voted thereon.

Final comments have been received from LCC Highways who do not object to the proposal subject to conditions.

 

Appraisal:-

 

The Local Highway Authority Advice is that, in its view, the impacts of the development on highway safety would be acceptable, and when considered cumulatively with other developments, the impacts on the road network would not be severe. Based on the information provided, the development therefore does not conflict with paragraph 109 of the National Planning Policy Framework (2019), subject to the conditions.

 

Recommendation:-

 

The comments from LCC Highways do not change the recommendation from the report, subject to the below additional conditions.

 

Amend condition 1 to read as follows:

Councillor R Allen, seconded by Councillor Roberts, proposed that permission be granted. Following further discussion, this motion was withdrawn.

 

Some members felt that a discussion should be held with the applicant in relation to issues with existing lighting on the building which had resulted in complaints from neighbouring residents prior to considering any application for additional lighting. It was moved by Councillor Lynch, seconded by Councillor Bray and

 

RESOLVED – the item be deferred to allow for a meeting with the applicant.
