Full application for erection of a roadside services facility comprising a petrol filling station, drive through restaurant (class A1/A3/A5) with new vehicular access (via A5 Watling Street), together with internal roads, car/cycle parking, drainage works, earthworks, landscaping and other associated infrastructure. Two further representations have been received in respect to the application, which raise the following additional objections:-

1)         The proposed development could result in the loss of grassed verges to make way for any proposed cycle provision along Watling Street Hinckley which could impact upon neighbouring trees.

2)         Gradually losing all the green space around the A5

Highways

The final detail of any proposed changes within the A5 would be subject to final detailed design in agreement with Highways England and would be subject to a separate consenting process. Therefore the full and final detail of the extent of the finishes and materials proposed within the A5 are not known at this point.

Ecology

The application site is situated within both the administrative authorities of Hinckley and Bosworth Borough Council and Rugby Borough Council, with RBC holding the majority of the application site. For clarity the designated Local Wildlife Site is situated within the RBC portion of the application site. The proposed scheme seeks to materially improve existing habitat in comparison to the extant scheme, and as such the LWS would not be lost as part of this proposed development but would be incorporated within the development and enhanced where necessary.

It was moved by Councillor Bray, seconded by Councillor Lynch and

 

RESOLVED –

 

(i)            Permission be granted subject to

 

a.    The completion within three months of this resolution of a S106 agreement to secure the following obligations:

 

·         Ecological mitigation

·         £11,337.50 travel plan monitoring system

·         Appointment of a travel plan coordinator

·         Six month bus passes per employee

·         Travel pack.

 

b.    The conditions contained in the officer’s report;

 

(ii)          The Planning Manager be granted delegated authority to determine the final detail of planning conditions;

 

(iii)         The Planning Manager be granted delegated authority to determine the terms of the S106 agreement including trigger points and claw back periods.
