Consideration was given to the draft recommendations following the first consultation period of the community governance review which would then be subject to a further period of consultation. On the request of members, it was noted that the Scrutiny Commission would be consulted on the final recommendations following the second consultation. Members were generally in agreement that, should local government reorganisation take place, residents of Hinckley would need a more local form of governance which would likely be by way of a town council. It was moved by Councillor Bray, seconded by Councillor Bools and unanimously
RESOLVED –
(i) The following recommendations be published for consultation for a period of eight weeks from 2 January to 27 February 2026:
a. A parish for the unparished area of Hinckley be created;
b. A parish council be created with the styling of “Hinckley Town Council”;
c. The ordinary year of elections for Hinckley Town Council be set as 2027;
d. The council size for Hinckley be set at 20 councillors;
e. The parish be divided into four wards;
f. The name of each ward and number of councillors elected for each ward be set at:
Castle 4 councillors
Clarendon 6 councillors
De Montfort 6 councillors
Trinity 4 councillors.
(ii) The amended timeline be approved as an amendment to the terms of reference;
(iii) The working group and its membership be retained until the end of the review.
