Consultations:-

Four responses have been received as a result of public re-consultation on the amended plans submitted. No significant new issues have been raised.

Leicestershire County Council (Highways) confirm that the amended proposed site layout has been designed to an adoptable standard and would be considered for adoption subject to the necessary technical approval at the separate Section 38 application stage.

Appraisal:-

The re-consultation responses raise issues in respect of site levels and surface water drainage which were considered at the outline stage and conditions imposed to require the submission of additional details for prior approval.

Whilst the floor plan for the bungalows does not include a 'lounge', the agent advises that this is at the preference of the applicant.

The issues of principle of development, design, impact on neighbours, highway safety/access/traffic movements, site clearance and construction traffic/disturbance and Japanese Knotweed have been previously reported and assessed in the main agenda report.

Recommendation:-

Amendment of Notes to Applicant 4 and 5 (works in highway and road adoption) following receipt of the re-consultation response from Leicestershire County Council (Highways).

RESOLVED – Reserved matters be approved subject to the conditions contained in the officers report and late items, with determination of the final detail of planning conditions delegated to the Planning Manager (Development Management).

This application has been withdrawn from this agenda to be considered at a later Planning Committee to enable the applicant to hold further discussions with the County Highway Authority to seek to achieve an adoptable access layout.
