Late items:

 

Consultations:- Since the printing of the agenda there have been five additional comments from local residents who are opposed to the scheme for the following reasons;

 

    1)        Lack of parking

    2)        Over-development of the site

    3)        Loss of green space

    4)        No infrastructure within the village to support the scheme

    5)        Access to the QEII park will be restricted

    6)        Access to Station Road is dangerous due to on-going speeding problems

 

Appraisal:- The objections raised are similar to those received throughout the lifetime of this application and all the above points have been addressed within the committee agenda report.

 

The officer’s recommendation remains unchanged from the agenda report.

Notwithstanding the officer’s recommendation that permission be granted, members were not satisfied that the design, layout and access were appropriate and felt that the proposal was contrary to DM10. It was moved by Councillor Bray, seconded by Councillor WJ Crooks and

 

RESOLVED – permission be refused due to the proposed development being contrary to policy DM10 for reasons of design, layout and access.

 

Councillor O’Shea left the meeting at this point.

The application has been deferred as the applicant has confirmed that additional information is to be provided as to why the scheme cannot be altered as per the Members comments at the meeting on 22 January. The application will be brought back to another Planning Committee for consideration when this additional information has been received.

Introduction:-

 

The agent has confirmed that the two flats reported as ‘social rent tenure’ is incorrect and the tenure is ‘affordable rent’.

 

Consultations:-

 

A late objection has been received by a neighbour concerned with the lack of parking;

 

Appraisal:-

 

The objections regarding parking have been assessed in the Report, there is nothing new on the neighbours objection that has not already been considered.

 

The nuances in the explanation of the tenure of the dwellings does not alter the types of accommodation proposed.

 

Recommendation:-

 

The late items are brought to the Committee for information only and require no changes to the scheme as proposed or the officers recommendation.

Notwithstanding the officer’s recommendation that permission be granted, members felt that the proposed access should be via Maynard Close rather than using the existing access to the south of the site, the proposed number of properties was too great for this site and the layout was poor. It was moved by Councillor Hall, seconded by Councillor Bessant and

 

RESOLVED – members be minded to refuse permission on grounds of access, design and layout.
