Neighbourhood Watch The Neighbourhood Watch Development Officer will be in attendance to talk about work that has been carried out, achievements, challenges and proposals for 2019. Minutes: The Neighbourhood Watch Development Officer for Hinckley presented to members the achievements of Neighbourhood Watch and challenges faced. The costs of printing the newsletter were highlighted and members agreed to consider providing an additional £1,000 funding for 2019/20. |

Special expenses area budget 2019/20 PDF 172 KB To present the draft proposed revenue budget and council tax for 2019/20 for the special expenses area of Hinckley. Additional documents:
Minutes: Consideration was given to the 2019/20 budget for the special expenses area of Hinckley. It was noted that the figure in the table in paragraph 3.9 of £104,268 for transfer to/(from) balances 2019/2020 had changed since the report was produced and should now read £102,717. This figure was also repeated in appendix 1.
During discussion, the need for lighting in Granville Gardens was discussed and it was agreed that officers be approached outside of the meeting to discuss the possibility of using S106 money for this.
The request of Hinckley Neighbourhood Watch for an additional £1,000 for 2019/20 was considered and it was moved by Councillor Witherford and seconded by Councillor Nichols that the funding be granted. Upon being put to the vote, the motion was CARRIED.
Members queried progress in relation to the Hinckley Community Development Fund. The Leader explained that the delay was due to working on governance arrangements for the fund due to the Hinckley Area Committee not having the relevant authority to approve applications nor being the body that would submit applications. It was therefore suggested that the scheme be operated in the same way as the Developing Communities Fund, with community groups being able to submit applications to officers. Disappointment was expressed by a member that schools would not be eligible for funding as they had other sources of funding via Leicestershire County Council.
RESOLVED –
(i) The report be noted;
(ii) An additional grant of £1,000 be provided to Hinckley Neighbourhood Watch. |
