Speeding Initiative PDF 382 KB To inform members of work to tackle speeding in the Hinckley area. Minutes: Members were informed of ongoing partnership work to tackle speeding in the Hinckley Area. It was also noted that an additional request for the annual grant to Hinckley Neighbourhood Watch to be increased by £1,000 had been received from the Hinckley Watch Development Officer at the previous meeting.
In response to questions from members, the following was noted:
· Whilst action against those speeding couldn’t be taken as a result of the mobile vehicle activated signs (MVAS), it would provide evidence of the issue which would give the police grounds to undertake speed checks in the area or to discuss traffic calming measures with Leicestershire County Council · Officers had been advised that it was still intended to reduce the speed limit on the perimeter road near the new development to 40mph but an update had been sought.
Councillor L Mullaney entered the meeting at 6.37pm.
It was moved by Cllr Bill, seconded by Cllr Gibbens and
RESOLVED –
(i) The report be noted and work taking place be endorsed;
(ii) The approval of a supplementary budget of £10,000 from the special expenses budget for the purchase of a mobile vehicle activated sign and 22 posts for erecting the signs be endorsed;
(iii) The annual grant to Hinckley Neighbourhood Watch be increased by £1,000. |

Update on capital projects PDF 391 KB Update on capital projects including Ashby road Cemetery drainage works, Argents Mead Moat renovation works and tree planting schemes. Minutes: The committee was updated on projects to install new drainage at Ashby Road Cemetery, improvements to the moat area at Argents Mead and tree planting schemes for sites within Hinckley. During discussion, the following points were noted:
· The risk of flooding to Ashby Road Cemetery as a result of planning applications for new properties on Leicester Road would be investigated · Officers were confident that the drainage scheme for the cemetery would resolve the issues · The fountain in Argents Mead was not currently able to operate due to the depth of the silt but when resolved, the fountain would be refurbished · Burbage Common had been earmarked for tree planting under funding streams and the community would be involved in the project · Battling Brook corridor contained several services which resulted in a narrow corridor however where tree planting wasn’t possible, it would be enhanced with wildflower meadows · A tree planting scheme for local residents was being considered · Drainage work was being undertaken on land between Brookside and Rugby Road as part of the planning conditions · Housing land on Sunnydale Road had received permission for units
Councillor Lynch requested that his concerns in relation to the splitting of responsibilities between the council, the drainage consultant and the contractor for the drainage work to Ashby Road Cemetery be minuted.
RESOLVED –
(i) The budget of £25,000 for drainage works at Ashby Road Cemetery be endorsed;
(ii) The report and proposals be noted. |
