Under the code of conduct members are reminded that in declaring interests they should make clear the nature of that interest and whether it is a disclosble pecuniary interest, registrable interest or other interest.

To confirm the minutes of the previous meeting.

It was moved by Councillor Lynch, seconded by Councillor Knight and

                        RESOLVED – the minutes of the meeting held on 18 September                         2025 were confirmed as a correct record.

To update members on the financial performance to December 2025

Members were presented with the financial performance of the Partnership for the period April to December 2025.

In response to a question from members regarding the reserves and whether the IT investments were likely to be approved or whether some of the investments could be returned back to the Partnership local authorities, officers confirmed that this could be taken back to the management board to review this position and report back to the next meeting of the Joint Committee. Officers confirmed that despite LGR, authorities still had to invest in the service and it would be useful for Partners to fully understand all the implications. Officers committed to bringing back a future report that explored the options for the return of some of the reserves to the partnership authorities.

2026/2027 Proposed budget for members to approve.

Members were presented with the proposed budget for 2026/2027.

It was moved by Councillor Lynch, seconded by Councillor Knight and

                    RESOLVED – the 2026/2027 budget proposals be approved.

Performance report update for members

Members were presented with an update on the performance of the partnership for the period October 2025.

Members noted the report.

To update members on the Partnership service plan for 2026/2027

Members were presented with the 2026/2027 Service Plan for the Partnership outlining the commitment to delivering efficient customer focused services across all three councils.
