Town & Country Planning Act 1990 - applications to be determined

Schedule of planning applications attached.

Minutes:

a)         12/01119/OUT – Erection of 122 dwellings (outline – access only), Jarvis Porter, Coventry Road, Hinckley – Mr N Montgomery

 

Whilst Members were generally in support of the application, they wished it to be recorded that traffic lights would be beneficial at the entrance to the site from Coventry Road. They also asked for representation to be made to the Highways Service at Leicestershire County Council about the parking problems on Coventry Road and the importance of a TRO.

 

On the motion of Councillor Witherford, seconded by Councillor Taylor, it was

 

RESOLVED – subject to the execution of an Agreement under Section 106 of the Town and Country Planning Act 1990 and Section 111 of the Local Government Act 1972 towards the provision of affordable housing, provision and maintenance of open space facilities, education, travel pack and pedestrian crossing improvements, the Development Control Manager be granted powers to issue outline consent, subject to the conditions contained in the officer’s report and late items. Failure to complete the said agreement within three months of the date of the committee might result in the application being refused.

 

b)         12/01114/FUL – New agricultural dwelling, 3 Markfield Lane, Botcheston – Miss Susan Johnson

 

On the motion of Councillor Taylor, seconded by Councillor Bannister, it was

 

RESOLVED – the application be refused for the reasons contained in the officer’s report.

 

c)         12/01121/FUL – Erection of 1 wind turbine measuring 24.6m to the hub and 34.2m to the tip and associated kiosk, Forest View Farm, Peckleton Lane, Desford – Mr Roger Neep

 

Notwithstanding the officer’s recommendation that the application be approved, some Members felt that they did not have enough information to explain why the turbine was proposed to be sited in that position. Officers explained that it was due to the telecommunication links, but Members felt they would benefit from proof of this. It was moved by Councillor Crooks, seconded by Councillor Ward and

 

RESOLVED – the application be deferred pending further information regarding the siting of the wind turbine.

 

d)         13/00015/HOU – Extension and alterations to dwelling, Fircroft, Barlestone Road, Newbold Verdon – Mr AS Lehal

 

On the motion of Councillor Sutton, seconded by Councillor O’Shea, it was

 

RESOLVED – the application be permitted subject to the conditions contained in the officer’s report.

 

e)         13/00133/FUL – Retrospective installation of photovoltaic panels to roof, The Chestnuts, 25 Mount Road, Hinckley – Mr Jon Higgins

 

On the motion of Councillor Taylor, seconded by Councillor Moore, it was

 

RESOLVED – the application be permitted subject to the conditions contained in the officer’s report.

 

(f)         12/00935/REM – Substitution of plots 93, 94, 98, 107, 112, 116, 120, 142, 148, 149 and 156 of planning permission 11/01023/REM, land adjacent Hinckley Golf Club, Leicester Road, Hinckley – Mr Phillip Goodwin

 

            On the motion of Councillor Allen, seconded by Councillor Chastney, it was

 

RESOLVED – the Development Control Manager be granted delegated powers to grant planning permission subject to no significant planning objections being received before the expiry of the consultation period on 21 April 2013, subject to the conditions contained in the officer’s report and late items.

 

(g)        13/00090/FUL – Erection of two industrial units, 5 Brindley Road, Hinckley – Mr J Innman

 

Members were provided with a verbal update as a result of a late response received from Severn Trent requiring drainage plans to be agreed. It was advised that the decision be delegated to the Development Control Manager to allow for consideration of a condition regarding drainage. On the motion of Councillor Crooks, seconded by Councillor Moore, it was

 

RESOLVED – the Development Control Manager be granted delegated authority to grant planning permission subject to the conditions in the report and an additional condition regarding drainage if required.

 

(h)        13/00128/REM – Approval of reserved matters application for the erection of manufacturing facility with associated parking and landscaping, Land bounded by the Ashby Canal, Railway Line and Bridge Road, incorporating the former Johnsons Apparelmaster Ltd, Rugby Road, Burbage – Mr Simon Long

 

On the motion of Councillor Mayne, seconded by Councillor Moore, it was

 

RESOLVED – the application be permitted subject to the conditions contained in the officer’s report and late items.
