It was subsequently moved by Councillor Sutton, seconded by Councillor Taylor and

 

RESOLVED – the application be approved subject to the conditions contained in the officer’s report and late items.

Notwithstanding the officer’s recommendation that the application be approved, some members felt that the proposal would be contrary to policy BE1 of the Local Plan. It was moved by Councillor Boothby and seconded by Councillor Taylor that the application be REFUSED. Upon being put to the vote, the motion was CARRIED and it was

 

RESOLVED – the application be refused due to the impact of the use on residential amenity.

 

Councillor Boothby left the meeting at 8.23pm.

Notwithstanding the officer’s recommendation that the application be approved, some members felt that the development would have a detrimental impact on residents due to the lighting, noise and disturbance, and on highway safety. It was moved by Councillor Hodgkins and seconded by Councillor Kirby that the application be REFUSED. Upon being put to the vote, the motion was CARRIED and it was

 

RESOLVED – the application be refused due to loss of amenity, due to impact of lighting, noise and disturbance on occupiers of residential properties and impact on highway safety.

Notwithstanding the officer’s recommendation that this application be refused, it was moved by Councillor Roberts that the Planning Committee would benefit from visiting the site to fully understand the proposals and the application should be DEFERRED for this purpose.

 

Councillor Taylor then proposed that the application be refused. In the absence of a seconder, this proposal was not put to the vote.

 

Councillor Cook seconded the proposal for DEFERRAL, which, upon being put to the vote, was CARRIED and it was therefore

 

RESOLVED – the application be deferred for a site visit.

Notwithstanding the officer’s recommendation that this application be refused, some members felt that the development would not be detrimental or out of keeping. It was moved by Councillor Surtees and seconded by Councillor Sutton that the application be APPROVED.

 

At this juncture, it having reached 9.30pm, it was moved by Councillor Witherford, seconded by Councillor Taylor and

 

RESOLVED – the meeting be permitted to continue until all business had been transacted.

 

Officers advised that they would need to discuss conditions and potentially a Section 106 agreement with the applicant before approving, which was agreed by the mover and seconder of the motion and subsequently

 

RESOLVED – members be minded to approve the application, with the determination of the application delegated to officers following discussion in relation to conditions and possible Section 106 agreement. In the event of officers not being able to secure planning obligations in accordance with normal policy requirements, the application be brought back to a future meeting of the Planning Committee for a decision.
