Notwithstanding the officer’s recommendation that the application be approved, Councillor Cartwright proposed refusal on the grounds of proximity and adverse impact on neighbours through noise disturbance, not being in keeping with the property, being oversized, not, in his opinion, being for domestic use and the inadequate highways access. This motion was seconded by Councillor Hollick.
Before being taken to a vote, further discussion followed with members of the opinion that the committee would benefit from a site visit and therefore Councillor O’shea proposed a deferral on the matter to make an informed decision. Councillor Bill seconded this motion. Councillors Cartwright and Hollick, content with the proposal to defer, withdrew their motion to refuse the application.
Upon being put to the vote it was unanimously
RESOLVED – the application be deferred for a site visit. |

Notwithstanding the officer’s recommendation that the application be approved, Councillor O’Shea proposed refusal on the grounds of the intrusion and overbearing nature the application would have on the countryside and the detriment to highway safety. Councillor Cartwright seconded Councillor O’Shea’s proposal and upon being put to the vote this motion was LOST.
It was then moved by Councillor Sutton and seconded by Councillor Hodgkins that the application be approved. Cllr Roberts, seconded by Councillor O’shea moved an amendment that a condition be added to require removal of the concrete base. The amendment, being accepted by the mover and seconder, was put to the vote and subsequently CARRIED and it was
RESOLVED – the application be approved subject to the conditions contained officer’s report and an amended condition requiring the removal of the concrete base. |

It was moved by Councillor Rooney and seconded by Councillor Allen that the application be approved. Upon being put to the vote there were 6 votes FOR the motion and 6 votes AGAINST, the Chairman therefore exercised his right to have a casting vote under Council Procedure Rule 18.2 and voted AGAINST the motion which was therefore declared LOST.
Members were concerned about the access and layout of the site and it was moved by Councillor Taylor and seconded by Councillor Cartwright that the matter be deferred. Upon being put to the vote the motion was declared CARRIED and
RESOLVED – the application be deferred.
